The Park Forest Board of Trustees will meet Monday, Nov. 3, at 7 p.m. at Village Hall, 350 Victory Drive, to consider several measures, including the adoption of the estimated 2025 tax levy, annexation of property along Monee Road, and the disposal of six village vehicles.

Deputy Village Manager and Finance Director Mark Pries said the estimated 2025 tax levy resolution is a routine annual step required by state law. The estimated levy must be adopted at least 20 days before the official tax levy ordinance, which the Board is scheduled to adopt on Dec. 1 following a public hearing on Nov. 24.

The proposed 2025 levy includes a 0% increase for the Village, marking the sixth time in the last nine years that the Village has held its levy flat. Including the Library’s portion, the overall levy reflects a slight decrease of 0.19% — or about $42,000 — compared to 2024.

“The 2026–2027 budget will be funded by the 2025 levy,” Pries explained in a memo to the Board. “Historically, Park Forest has conducted a public hearing even in years when the levy increase has been below the 5% mandate.”

Trustees are also scheduled to hold a public hearing and consider final readings of three ordinances related to the annexation of 226 Monee Road — a 2.62-acre property currently located in unincorporated Will County. The annexation was petitioned by property owner Vladimir Kuznetsov, who operates a motor vehicle repair business on the site and plans to expand into vehicle sales.

The measures include formal annexation of the parcels, authorization of an annexation agreement, and rezoning the property to the Village’s C-3 Corridor Commercial District. The Planning and Zoning Commission unanimously recommended approval after public hearings in September and October.

Economic Development and Planning Director Sandra Zoellner said the annexation aligns with the Village’s comprehensive plan and will extend Park Forest services, including police and fire protection, to the property.

Also on the agenda is a resolution authorizing the disposal of six Village-owned vehicles through an upcoming auction at America’s Auto Auction in Crestwood. The vehicles — which include two former police cars and several Public Works and Parks Department trucks — have exceeded their useful life, according to the Public Works Department.

The Board’s Rules Meeting and a Special Regular Meeting will be held consecutively on Monday evening.
