The Home Repair & Accessibility Program - Round 2
What is the Home Repair and Accessibility Program?
The Village of Park Forest has partnered with the Illinois Housing Development Authority and Rebuilding Together Metro Chicago to provide home improvement loans of up to $25,000 on eligible roof repairs and replacements and up to $50,000 on eligible accessibility improvements and eligible home rehabilitation projects to eligible homeowners.
The Home Repair and Accessibility Program - also known as HRAP - will assist income eligible homeowners with roof repairs/replacements, accessibility improvements, and home rehabilitation projects. Through these services, the program aims to: preserve existing affordable housing stock, provide investment in disadvantaged communities, improve the health and well-being of occupants, and help low-income and disabled or mobility-impaired persons remain in their homes.
HRAP Rd 2 - Eligible Applicants
- Must own and occupy a home in the Village of Park Forest.
- Existing residential one-unit single-family property non-institutional to be used as the owner’s sole residence* **.
*Tenant occupied properties maybe eligible for accessibility projects with the consent of the landlord/property owner.
** Some Condominium units may be eligible. - The property must be the sole residence of all homeowners, with the exception of tenant-occupied properties for Accessibility Projects
- The property must be held in fee simple title, free of mechanics and tax liens.
- The homeowner must be current on their mortgage with no missed payments in the past six months.
- The property value must be within value limits established by IHDA.
- Applicants cannot exceed 80% of the area median income, and preference will be given to households at or below 50% AMI.
- Applicants must meet the program eligibility requirements to qualify. No exceptions can be made by the Village.
HRAP Rd 2 - Eligible Repairs
Eligible Roof Only Projects
- Roof repairs or replacements up to $25,000.
- Work can include replacement and repairs of roofs, including rafters, soffits, gutters, fascia, and downspouts.
Eligible Accessibility Projects
- Income eligible owner-occupied or tenant-occupied households with at least one senior or disable resident, may utilize up to $50,000 of funds for accessibility modifications and removal of health and safety hazards by replacing costly maintenance items. Please note: Soft costs required for these types of projects are included in the total funding award.
Eligible Full Rehabilitation Projects
- Income eligible households may utilize up to $50,000 of funds to repair their home and remove health and safety hazards by replacing costly maintenance items. Please note: Soft costs required for these types of projects are included in the total funding award.
HRAP Rd 2 - Loan Terms
- 0% interest, no monthly payments.
- Maximum loan amounts are $25,000 for roof only projects and $50,000 for full rehabilitation projects and accessibility projects.
- Loans must be repaid in full if the house is sold in between a 3 - 5 year recapture period.
How Applications Will Be Processed
- The Wait List was opened from 8:00 am to 5:00 pm on October 7, 2025, in-person at Village Hall.
- The Wait List is closed as of 5:01 pm, October 7, 2025, and will remain closed until further notice.
- Applications emailed or submitted to Village Hall outside of the above date and time will not be accepted.
- All eligible applicants will be signed up to the wait list on a first-come, first-served basis!
