Senior Command Staff
Chief Paul Winfrey
Chief Paul Winfrey has nearly 30 years of law enforcement experience. He began his career with the Sycamore Police Department (IL) and joined the Park Forest Police Department in 1998. He has served in the Patrol Division, Investigations Division, and Administration Division, as a Field Training Officer and Canine Officer, as a member of the South Suburban Major Crimes Task Force, and as the Crisis Negotiations Team Leader for the South Suburban Emergency Response Team. He is a graduate of the Northwestern University School of Police Staff and Command and holds a bachelor's and associate's degree from Governors State University and Prairie State College, respectively. Chief Winfrey has maintained a career-long devotion to juvenile matters, becoming a Juvenile Officer in 1998 and working as a Liaison Officer for School Districts 163 and 227, including almost ten years as the Police Liaison Coordinator for Rich East High School. He continues his commitment to our youth by serving on the Cook County Children’s Advocacy Advisory Board, remaining active in the schools, and serving on the School District 163 Safety Committee.
Deputy Chief Brian Rzyski
Deputy Chief Brian Rzyski joined the Park Forest Police Department in 2000. Throughout his career, he has served in the Patrol Division and Investigations Division, as a member of the Special Operations Group, as a Field Training Officer, and as an investigator with the South Suburban Major Crimes Task Force. Rzyski currently overseas Field Operations with prior experience as Deputy Chief of Support Services. He is also a certified Taser Instructor and serves as Director of the South Suburban Major Accident Reconstruction Team Executive Board. Rzyski is a graduate of the FBI National Academy and holds a bachelor's degree in interdisciplinary studies from Governors State University.
Deputy Chief John DeCeault
Deputy Chief John DeCeault is a 15-year veteran of the Park Forest Police Department and holds a master’s degree in public administration from Calumet College of Saint Joseph and a bachelor’s degree from Purdue University, where he was also a member of the varsity wrestling team. He has served as a field training officer, tactical officer, and detective. He was assigned to the South Suburban Major Crimes Task Force, is a defensive tactics instructor, and most recently was a Commander in the Patrol Division. John recently graduated from the 281st Session of the FBI National Academy.
