                     DownTown Park Forest Mural Project
Mural Silent Auction, Raffle, and Sponsorship Guidelines

Discover The Spirit!

What is the DownTown Park Forest Mural Project?

The DownTown Park Forest Mural Project began in 2008 when the first DownTown mural was installed on the east façade of the Cultural Arts Building to honor the contributions of the Tall Grass Art Gallery and School, the Illinois Theatre Center, and the Illinois Philharmonic Orchestra.  Based on available funds, the Village’s goal is to install murals on blank walls throughout DownTown Park Forest.  The DownTown Park Forest Mural Project was initiated for several purposes, including

  • To beautify otherwise blank, non-descript walls
  • To enhance the sense of place for the DownTown and the entire community
  • To showcase unique events or features of the community
  • To create another reason for residents and visitors to come to DownTown Park Forest
The second DownTown mural, which is the subject of this Silent Auction, Mural Raffle, and Sponsorship Project, features the events that occur in DownTown Park Forest on an annual basis, including the Tall Grass Art Fair, the Kiwanis Pancake Breakfast, the Scenic 5 and More, the Farmers Market, and Main Street Nights.  The Discover The Spirit! mural will be located on the second floor, north facing façade of Building #1 (located at the northwest corner of Main Street and Forest Boulevard, see attached photograph).

The Discover The Spirit! mural has been designed by artists Alan and Aaron Hicks and is funded by the Village of Park Forest.  The Village and the artists have agreed to permit the right to pose for most of the figures in the mural to be auctioned in order to establish a fund for additional public art in Park Forest.  Six of the figures in the mural are pre-identified people and the Village will accept sponsorships for these figures.  Finally, one figure in the mural will be offered in a free Raffle that is open to Park Forest residents only.  Auction and sponsorship proceeds will be placed in a special Park Forest Public Art Fund for the purpose of funding future public art projects in the Village.  The success of this Silent Auction and Sponsorship Project will determine whether or not the right to pose for figures in future murals will also be auctioned.  It may also determine how soon the Village can proceed with the next DownTown mural project.  Therefore, we encourage bidders and sponsors to be generous.

The Village of Park Forest is proud of the wealth of opportunities available in this community.  The Discover The Spirit! Mural and the first Cultural Arts Mural depict many of the activities available to residents and visitors in our community.  Similarly, we are proud of our history of being a community that welcomes and celebrates the diversity of our residents.  In order to ensure that this, and all, murals reflect this diversity we encourage all Park Forest residents, past, present and future, to bid for the opportunity to pose for the mural.

More information is provided in these guidelines regarding how to participate in the Silent Auction to acquire the right to pose for one of the figures in the mural, how to Sponsor one of the pre-identified figures in the mural, and how to enter the Mural Raffle.

When and Where is the Silent Auction?

The Park Forest Mural Silent Auction will begin on Monday, February 1, 2010, starting at 9:00 am and conclude at a Reception to be held on Saturday, February 20 from 3:00 pm to 5:00 pm.  Final Silent Auction bids will be accepted until 4:00 pm on Saturday, February 20.  Prior to the Reception, the Silent Auction will be held at the Park Forest Village Hall, Economic Development and Planning Department, 350 Victory Drive, Park Forest, IL, during normal work hours (Monday through Friday, 9 am to 5 pm).   The Reception will be held at the Tall Grass Art Gallery, 367 Artists Walk in DownTown Park Forest.  The artists and the Mural Project Committee will be available to answer last minute questions at that time.  Prior to the Mural Auction Reception, questions can be addressed to Hildy Kingma (708/283-5622) or Sharon Bellino (708/503-8153).

How do I participate in the Silent Auction?

All bidders in the Silent Auction must register before entering a bid.  Registration and bidding will take place at the Department of Economic Development and Planning, 2nd Floor of Village Hall, 350 Victory Drive, Park Forest, IL.  A $5.00 registration fee will be charged for each registration, and each bidder must sign an acknowledgement on the Registration Form to acknowledge that they have received, read, understand, and have asked questions regarding these Silent Auction Guidelines and their application.  The registration fee entitles the bidder to bid on the right to pose for as many of the figures as desired.  Bidding will be made by assigned numbers, not by name.  Each bidder must show their assigned registration number each time they enter a new bid.

The final opportunity to place a bid will be during the Mural Auction Reception, from 3:00 to 4:00 pm on Saturday, February 20, 2010.  Bidding will close at 4:00 pm on that date, and the winning bidders will be announced before the conclusion of the Reception at 5:00 pm.

What is being auctioned?

I.  The Village’s Mural Project Committee is auctioning an intangible “right to pose” as the model for a figure in the Discover The Spirit! Mural.   The successful bidder is buying the right to pose for himself or herself, or another (with consent) for the likeness of the face and body of a particular mural figure.  The right to pose means the right to model your likeness, someone else’s likeness (with their consent), or a dog likeness (consent not required!) for the mural artists to use for a certain figure in the Discover The Spirit! Mural.  The following qualities have been pre-determined by the mural artists and will not be changed without specific permission from the mural artists and Mural Project Committee:

·         The number of figures in the mural,
·         The position of the figures in the mural,
·         The way the figure is posed,
·         The gender (in some cases only) and approximate age of the figure, and
·         The only physical characteristic necessary for the dog is the fact that it must be a dog.

A brief description of each figure in the mural is attached to these Guidelines.  Bidders should review this section and the description of the figure to ensure that they understand what they are seeking to buy.

II.  Quality of the likeness – Affect of Foreground, Middle Ground, Background.  Bidders should not expect portrait or photographic quality likenesses.  Due to the texture of the wall on which the mural is to be painted, no likeness will be painted to portrait or photographic quality.  The position of the figure in the mural will also affect the level of detail of the likeness.  Depending on whether the figure is in the foreground, middle ground or background, the level of detail of the likeness will also vary.  Figures in the foreground will have more detail than figures in the background.  If a bidder desires a likeness that is more “muted” then they will prefer a background or middle ground figure.  Bidders wanting the highest level of detail available will want a foreground figure.  The wall on which the mural will be painted is approximately 11.5 feet tall and 88 feet wide.  Therefore, even the background figures, which have very little detail in the mural sketch, will likely have sufficient detail to be recognizable.

Examples of the artists’ work can be found on their website at www.twinhicks.com.   The art work on the website demonstrates the level of detail that bidders can expect for foreground figures.  Bidders should view these photos and adjust their expectations depending upon the position of the figure chosen.  Bidders should also view the scale drawing on the mural to understand the position of a particular figure in the mural, and whether it is a foreground, middle ground or background figure.  A black and white scale drawing of the mural can be viewed on the Village’s web site (www.villageofparkforest.com) and at Village Hall.

III.  Pose of the Figure and Position in the Mural.  The figures have been pre-posed by the artists. The pose will not change without permission from the artists and the Mural Project Committee.  A figure that is posed sitting, standing, running, dancing, talking to another figure, carrying something etc. will remain that way.  The position of a figure in the mural will remain where it is.

IV.  View of the Figure – Frontal view, Profile View, Back view.  This will not be changed.  The model will be posed as the figure is posed in the mural drawing.  Minimum bids have been established in part on the basis of the view of the figure.  However, it is possible that bidders may prefer a profile view or back view.  The view of a figure in the mural will remain as it is.

V.  Dress; other messages or art.  The figures have been given a certain dress style by the artist.  While this is somewhat flexible, models must dress as the figure is described in the figure description.  The artists will determine what variations in dress will be permitted.  If the model cannot approximate the dress as shown in the mural sketch as interpreted by the artists, then the model forfeits the right to pose and the successful bidder’s money for that portrait right will be refunded.   Example:  If the figure is dressed in jeans and a T-shirt, then the model must dress in a similar manner.   The exception to this rule is that figures shown wearing hats do not need to wear hats in the mural.  This will allow those models to be more recognizable.  Models should discuss the color of clothing with the artists at the time the photo session is scheduled in order to ensure a
variety of colors in the mural and a coordination of clothing colors with other activities occurring in the mural.  However, the artists may change the colors of clothing when the mural is painted if deemed necessary to create a mural with the appropriate blend and vibrancy of colors.  With the exception of the Scenic 5 and More and the Kiwanis Pancake Breakfast portions of the mural, no clothing or other item in the mural will be permitted to contain a product endorsement, graphic, design, or other message or art.  The models for the Scenic 5 and More portion of the mural will wear Park Forest Scenic 5 t-shirts along with typical running shorts and shoes.  The models for the Kiwanis Pancake Breakfast may be asked to wear an apron or hat with the Kiwanis logo.  The Village will supply the t-shirt and Kiwanis gear.

VI.  Gender.  The gender of the figures in the mural is generally very flexible, with only a few exceptions where gender is specified.  Because there are plenty of figures that can be either male or female, bidders should not expect that those few figures that are specified will be changed.

VII.  Deceased persons as models.  This can be done with the artists’ pre-approval.  If the quality is sufficient, the artists will consider using photographs of a deceased person as a model.  Prior to placing a bid, bidders are encouraged to make an appointment with the artists and bring photographs, video footage, or any item useful to the artists to help them determine whether they can successfully create a likeness of the deceased on the mural.  Failure to obtain the artists’ pre-approval may result in the loss of the opportunity to use the desired deceased model.

VIII.  Disclaimer regarding condition of the mural; no guarantee of painting to model’s satisfaction.  The Discover The Spirit! Mural will be located on the north façade of Building #1 in DownTown Park Forest.  This is an outdoor mural facing a public parking lot.  It will be painted on a glazed brick surface.  The Village of Park Forest cannot guarantee to the successful bidder or model that the mural portrait will remain in “just painted” condition after the moment the artists complete each figure.  The Village cannot guarantee and makes no representations that the mural will not be defaced, damaged or worn by weather or other human or natural causes, or that it will be cleaned or in any way maintained by the Village or future property owners.  The Village is under no obligation to maintain the mural or the wall in its “just painted” condition or in any other type of condition.  The successful bidder assumes all risk that the mural figure for which he or she has purchased the right to pose could be defaced, demolished or otherwise impaired by persons or forces outside the control of the Village.  At the current time, the Village of Park Forest owns this building.  If the Village sells the building in the future, it will most likely be sold with an easement to require the new property owner to make their best efforts to maintain the mural.  However, all the same disclaimers noted above apply to a future owner of the building.

Further, the Village cannot guarantee that the model will be satisfied with the result.  While the artists will make their best effort to create a fair likeness of the model, the right to pose does not include the right to full satisfaction with the final result.  As noted above, examples of the mural artists’ prior work is available for viewing on the website www.twinhicks.com.

How do I Sponsor a Pre-Identified Figure?

There are five figures in the mural that depict specific, known individuals.  These figures include:

·         In the Tall Grass Art Fair scene:

o   Grant White:  originally from Pensacola, Florida, Grant White is a widower, father of ten children, and a retired U.S. Navy man.  He has received many accolades and awards for his art since 1979.  He works in several mediums, including oil painting, graphic design, photography, and most recently, bronze sculpting.  Grant White has served on many civic and social boards since 1959, including being an elected Village Trustee in Ford Heights from 1961 to 1989.  He continues to serve his local community, especially in the arts.  Currently, he is a member of the Tall Grass Arts Association Board.
o   Pat Moore:  Pat Moore is a child of Park Forest, and still a resident, whose award-winning art graces many homes and public buildings.  She began taking art lessons at the Park Forest Art Center as a child and, as an adult, has been gallery director and director of the expanded art school (now known as the Tall Grass Art Center).  Pat has been a freelance painter and teacher since 1964, and she has had a studio in DownTown Park Forest for over 20 years.  It is Pat’s gift for teaching children and offering them the freedom to create that is so special.  She was selected as one of the “Best Muses for Children” in the 2004 “Best of Chicago” issue of Chicago Magazine, which noted she “has fanned the creative spark in thousands of south suburban kids.”
o   Flynn Sochon:  Flynn Sochon had his first experience exhibiting his art work at the Park Forest Art Fair in 1964.   He exhibited photography at that art fair and his booth was under the canopy of the Marshall Field Store. In 1965, his booth was located in front of Bramson's, which is now the Village Hall.  In 1967, Sochon switched media and began exhibiting paintings.  He has been exhibiting pottery at the Tall Grass Art Fair since 1969.  Mr. Sochon notes that “although the shopping centre, as well as my work, have gone through significant changes over the years, we're both still there!”  Currently, Mr. Sochon lives in Twin Lake, Michigan.
o   Phil Mundt:   Phil Mundt’s specialty is pottery. He is a lifelong Park Forest resident and was a long time art teacher at Rich East High School.

·         In the Main Street Nights scene:
o   Dave Rudolph:  Dave Rudolf is a long time Park Forest resident and recurring act at Main Street Nights.  He is a Gold Record, Grammy nominated, 14 time NACA Entertainer of the Year award nominee, two-time Parent Choice winner, Musician and comedian.

·         In the Kiwanis Pancake Breakfast scene:
o   The Kiwanis Club will designate the model for Figure #4.  This scene honors the 58 years of the Kiwanis Pancake Day in DownTown Park Forest, and it gives center stage to the amazing Pankatron.  More information will be provided when the specific model is identified.

Individuals and/or organizations may sponsor these individuals or any of the scenes (including those not listed above) for any amount.  However, sponsorships for each of these pre-identified figures at or above $100, and for any of the scenes at or above $300, will be recognized and listed on a poster at the Silent Auction Reception on February 20.  We will accept as many sponsorships for each pre-identified figure or mural scene as there are people interested in honoring the individuals and activities depicted in the Discover The Spirit! mural.

How do I enter the Mural Raffle for Park Forest Residents?

One figure in the Main Street Nights-Frisbee Dogs scene will be offered to a Park Forest resident in a Mural Raffle drawing.  There is no cost to participate in the Mural Raffle drawing, but entrants must provide their mailing address and e-mail address (if they have one). By entering the Mural Raffle drawing, entrants agree to receive communications from the Village regarding future Village events.

There are two figures reserved in the Main Street Nights-Frisbee Dogs scene for the Mural Raffle, including an adult and a child figure.  The winning entrant will have the choice of one of these figures.  All provisions described in these Guidelines, with the exception of those related to payment, apply to the winning entrant in the Mural Raffle.  Entrants should pay particular attention to the sections entitled “What is being auctioned” and “Silent Auction Procedure”.
Entry forms for the Mural Raffle will be available at the Department of Economic Development and Planning, 2nd Floor of Village Hall, 350 Victory Drive, Park Forest, IL.  Park Forest residents may submit one entry for each household, and entries will be accepted from Monday, February 1 through February 19 during normal work hours (Monday through Friday, 9 am to 5 pm).  The final opportunity to submit Mural Raffle entries will be at the Mural Auction Reception to be held on Saturday, February 20 from 3:00 pm to 5:00 pm.  The deadline for Mural Raffle entries is 4:00 pm on Saturday, February 20.  The Reception will be held at the Tall Grass Art Gallery, 367 Artists Walk in DownTown Park Forest.  The winning entry in the Mural Raffle will be announced before the conclusion of the Reception at 5:00 pm.

Silent Auction Procedure

1.    Method of Silent Auction.  The Silent Auction will open at the start of business (9:00 am) on Monday, February 1, 2010.  A bid sheet will be available for each figure in the mural, with an established minimum bid depending on the quality of the likeness and view of the figure (see above).  Bid increments will also be specified on each bid sheet.  Bids must be made in accordance with the bid minimum and the bid increments or they will be voided.  The opportunity to bid will remain open from February 1 through February 19, during regular work hours at Village Hall (Monday through Friday, 9:00 am – 5:00 pm).  A final opportunity to place a bid will be provided for the first hour of the Mural Auction Reception to be held on Saturday, February 20 from 3:00 to 5:00 pm.  The opportunity to bid will close promptly at 4:00 pm on Saturday, February 20.  Winning bidders will then be announced before the end of the Reception.

2.   Model must be available to pose as scheduled at the mural site, or another location to be determined by the artists (pre-approved deceased models excepted).  The successful bidder’s designated model must be available to pose for photographs for 1) one hour, 2) at a designated location in DownTown Park Forest, 3) on a sunny afternoon, 4) between April 1 to 30, 2010.  The model must provide his or her own transportation to the mural site.  When the figure is part of a scene with other figures, the artists may request that all models pose together.  This will be arranged at the time the models are scheduled.  The artists may re-schedule if weather conditions are not favorable.  The model may cancel one time for personal reasons.  If the model cancels a scheduled appointment for a second time, the successful bidder forfeits the right to pose and his or her money will be refunded.

As set forth above, deceased persons modeled via photographs must be pre-approved by the artist.

3.    Interpretation of rules, resolution of questions.  The Mural Project Committee, the Village of Park Forest, and the mural artists will make the final determination regarding any ambiguities or other decisions that must be made regarding the interpretation and application of the auction rules.  Announcements made the day of the auction take precedence over any other rules or announcements.

4.    Rules acknowledgment.  Prior to participating in the Silent Auction (placing a bid on a bid sheet), all bidders must sign a copy of these rules acknowledging that they have received, read, understand, and have asked questions regarding these rules and their application.  Bidders will receive a bid number after submitting a signed copy of these rules to the Mural Project Committee.  If a bidder is seeking to purchase the right to pose for someone else, the model must sign a copy of these rules prior to modeling for the mural.

5.    Payment for Mural Portrait Right to Pose.  Payment for successful bids will be accepted up to one hour after the close of the Silent Auction by cash or check at the Mural Auction Reception.  Checks may be made payable to the Village of Park Forest.  If paying by credit card, payment must be made no later than Wednesday, February 24 at Village Hall.  All payments for successful bids must be paid by 5 pm on Wednesday, February 24.  If not paid by that date, the Mural Project Committee may then sell the right to pose at its discretion to another auction bidder or to another member of the public.  All net proceeds from the Silent Auction will be deposited in the Village’s newly established public art fund.

6.    Tax issues.  The intangible right to pose is being sold to the highest bidder at a silent auction. Successful bidders should consult their tax advisers about the tax issues related to their purchase of a right to pose for the mural.  The Village of Park Forest and the Mural Project Committee cannot provide successful bidders with tax advice or express an opinion about the tax deductibility of any payment for the intangible right to pose.

7.    Provision of Contact Information for Model.  At time of payment, the successful bidder must provide to the Mural Project Committee the name, address, telephone number(s) and e-mail address (if available) of the model who will pose for that successful bid.  The model will be contacted by the scheduler to set up times for posing for photos at the mural site.

8.  Minimum Bids/Bid Increments.

·         Minimum bid for Foreground Figures - $300
·         Minimum bid for Middle Ground Figures - $200
·         Minimum bid for Background Figures - $100
·         Minimum bid for Dog - $100
·         Minimum bid increments for all Figures - $20

All funds raised by this Mural Auction and Sponsorships will be used to defray the costs of this mural and to establish a Village of Park Forest Public Art Fund for future murals and other public art.  It will also give the bidder, or their designated model, the opportunity to be part of this exciting new mural that will be installed in a very prominent location in DownTown Park Forest.  So, please be generous in your bids and sponsorships.

Other Provisions

A final, full color scale model of the mural will be painted by the artists when all models have been identified and photographed.  This scale model is expected to be completed by the end of April.

Installation of the Discover The Spirit! mural is expected to begin in May 2010 and be completed by the end of July 2010.

There will be no compensation provided to any person who models for the mural, either now or in the future.  By purchasing the right to model, the successful bidder, or the designated model, agrees that the Village has the right to use the model’s likeness in the mural and any copies of the mural that are made, with no compensation provided at any time to any person who models for the mural.
